To place objects on the upper level of the reception desk you need a slot made special for that height. This one is by CTNutmegger and it's called the Dot, found in the catalog under Surfaces - Misc. Use the moveobjects on cheat to place it.

Does your hood need a laundermat, if it does here are all the pieces for you to build it.
2 version of the washer, one open and one closed, 2 versions of the dryer, one empty and one animated, you can have your sim turn it on or off. If you want them to sit and watch the clothes rotating in the dryer, hide a tv in it using the moveobjects on cheat.
